NABARD
NABARD (National Bank for Agriculture and Rural Development), established on July 12, 1982, is an autonomous institution of the Government of India. It is the apex development bank in India that is responsible for fostering rural development and providing financial support to agriculture and rural sectors.
In the current Project NABARD will be involved in establishing 78000 M-PACS through State Governments during the FY 2023-28, out of which 46000 M-PACS will be established during the FY 2023-25.
NABARD will convert the existing PACS (PACS as MSC) through the NABARD Refinance. In 2 years (2023-25), 10 states with maximum deprived panchayats to be identified for new multipurpose PACS. These PACS will be given the benefits of existing schemes

NDDB
NDDB (National Dairy Development Board), founded in 1965 by the initiative of Dr. Verghese Kurien, who is often referred to as the "Father of the White Revolution" in India. It is an autonomous organization in India that was established to promote, plan, and organize dairy development in the country.
In the current Project NDDB will be involved in established of 75000 new dairy cooperative societies (50000 new societies + 25000 PACS linked societies) in 5 years (2023-28), out of which NDDB will convert 27954 existing dairy cooperatives into multipurpose PACS in 3 years (2023-26).
Suitable amendments will be made in the Cooperative Act/Regulations/Rules of the concerned State and bye-laws of such societies to convert the existing Dairy Cooperative Societies. 10 states with maximum deprived panchayats to be identified for new dairy cooperatives. Within these states, pilot projects will be done in 3 identified districts – Jind (Haryana), Indore (Madhya Pradesh) and Chikmagalur (Karnataka). These societies will be linked with PACS and benefits of existing schemes will be given.

NFDB
NFDB (National Fisheries Development Board), established in 2006 with the primary objective of promoting and supporting sustainable development in the fisheries sector. It is an autonomous organization in India that operates under the Department of Fisheries, Ministry of Fisheries, Animal Husbandry, and Dairying, Government of India.
In the current Project NFDB will be involved in establishing 6000 new fisheries committees to be formed in the next five years. Also 1500 existing fisheries cooperatives will be made functional.
NFDB will be involved in providing inputs, credit facilities, and technical assistance to primary societies. They will help the societies in establishing forward and backward linkages with the supply chain and also provide benefits to committee members like insurance, pension, training and exposure visits, etc.

National Cooperative Development Corporation (NCDC):
The National Cooperative Development Corporation (NCDC) was established by an Act of Parliament in 1963 as a statutory Corporation under the Ministry of Cooperation. In the current Project of World’ Largest Grain Storage, NCDC will be the implementing agency. PMU has been set up in NCDC for the management and monitoring of the project. Application and acceptance of subsidy / interest subvention by PACS will be done through the common portal of NCDC and supervise the application and sanction of loan by PACS to DCCB/StCB

Project Management Unit (PMU):
Project Management Unit (PMU) has been set up in May 2023 for implementation of the plan for:
- Establishing new multipurpose PACS/ Dairy/ Fishery/ primary Co-operative Societies covering all Panchayats/ Villages
- World’s Largest Grain Storage Project in Cooperative Sector
Major Role of the PMU:
- Coordinate with various Agencies regarding implementation of Grain Storage Plans at State Level
- Coordinate in establishment of new multipurpose PACS/ Dairy/ Fishery/primary cooperative societies in all uncovered Panchayats/villages by continuous interface with all project stakeholders.
- Provide guidance to the primary societies in submitting proposals and undertaking all necessary steps for smooth implementation of the action plans.
- Support in achieving convergence with various schemes identified under the plan.
LINAC
NCDC had set up its own training institution in 1985 through a World Bank project. Building upon the strength of the training Institution and to promote research and development in the cooperative sector, the Government of India in February, 2018 upgraded the institute with a broader mandate for training, research and consultancy and renamed it Laxmanrao Inamdar National Academy for Cooperative Research and Development (LINAC).
