"Computerization of Registrar Cooperative Society (RCS) Offices of States/UTs" Project

About the Project: A centrally sponsored project for the computerization of RCS offices in States/Union Territories has been approved by the Central Government on 06.10.2023 with a budgetary outlay of Rs.94.59 crore for three years w.e.f. 2023-24. This is a part of the umbrella project of “Strengthening Cooperatives Through IT Interventions” of the Ministry. This umbrella project was launched by the Hon’ble Minister of Home and Cooperation in the event organized on 30th January 2024 at Bharat Ratna C. Subramaniam Auditorium, ICAR, Pusa, New Delhi.

Objectives of the Project: The objectives of the project are to enhance the ease of doing business for Cooperative Societies and create a digital ecosystem for transparent & paperless transactions of cooperative societies with the RCS offices in all States/Union Territories. The software developed under this project will be as per the Cooperative Acts of the respective States/UTs.

Components of the Project: It is a centrally sponsored project with one-time financial assistance from the Government of India. After completion of the project, respective State/UT Governments will be responsible for its sustenance. Under the project, grants are being provided for the following components:

  • Hardware (PC, UPS, Multi-functional printer) including cloud infrastructure for 2.5 years,
  • Software development (financial assistance up to Rs.1.5 crore (including GST), 100% borne by the GOI),
  • Maintenance and upgradation of software for two years (2nd & 3rd year)

Implementation strategy: The concerned Registrar of Cooperative Societies (RCS) of States/UTs shall be the nodal for the timely implementation and efficient monitoring of this project in their respective states/UTs. They will be responsible for developing effective workflow-based software covering all functions of the registrar's office. RCS will set up their own mechanism for the implementation of the project activities including procurement, etc. as per the project guidelines and rules of the respective States/UTs.

For efficient monitoring and timely implementation of the project, RCS of States/UTs are advised to set up an Implementation & Monitoring Committee (IMC) at the RCS level with members as under –

  • IT knowledge and working on the project,
  • Accounts & audit
  • member for general monitoring and coordination with States’ Finance Department, IT Department, etc. including within the RCS office, and,
  • any other member that RCS feels will add value.

The member at point c) above may be assigned as the nodal officer for all communications with the Ministry of Cooperation on all issues relating to the project with his/her contact details conveyed to the Ministry.
